Dangerous Buildings - Inform us

Site Inspections Building ControlDown District Council has a responsibility to protect members of the public from hazards presented by defective buildings, walls and other structures which adjoin or abut any street, public footpath or other public place.

We in Building Control will carry out inspections and report on necessary action to remove the danger.

We will respond immediately to reports of dangerous structures, 24 hours a day, 7 days a week.

We (and others) have various powers to act on the owner or occupier in relation to buildings and structures in order to remove this danger:

  • Imminent State of Collapse
  • Section 75 of the Town Improvement Clauses Act 1847
  • Threat to public but not in imminent state of collapse 
  • Section 30 of the Public Health Amendment Act 1907
  • Building in a ruinous or dilapidated condition
  • Article 66 of  The Pollution Control and Local Government (Northern Ireland) Order 1978.

Where the Building, wall or other unfenced structure causes dangers or illumination problems which could be dangerous to road users, it is dealt with under Article 51 of the Roads (Northern Ireland) Order 1993 by the:
